1977 888 carb replaced wont run below 1200 rpm

As the title suggests,
Cant get the engine to run below 1200 rpm.
Should the cable be cramming the carb closed?
I've been trying to run it with out the cable hooked up.
Boat ran good one trip, float stuck open kept flooding out, replaced carb. I've been trying for hrs to get this adjusted.
Kept going back to Factory settings to keep a base line.
It did run at 500 rpm for a short time when it was cold. Once warmed up I couldn't duplicate it. Choke function right, timing right, point set to speck...... ect

Please help

You should be able to adjust it down to 650-700 rpm with the idle screw, and not have it stall out when starting. If it stalls out, sticks, and whatnot, I might try running some Seafoam or whatnot through it to make sure everything's free of varnish and moving properly before readjusting.

So......
Installed the cable, that's the trick. Come to find out one needs the cable to hold the carb shut.
Thank you for the reply. Also the 650 to 700 rpm would that be at operating temperature in gear?

Glad to hear you got it going, and thanks for reporting back. The 650-700 rpm is idling in gear, in the water. I might err on the high side of that if I've had stalling issues.

Well got the boat out on the water yesterday. Got towed back to the ramp. Drug it to the boat shop, had some guys admiring the old tub. I'm Fed up with it at this point.
