What is this paint or gel coat

My first season of boating with my new to me 1989 243 Condurre is under my belt. While winterizing I pressure washed my hull and paint or gel coat came off not sure what it is. It’s not very thick. Can I sand this and paint? Also the lighter color blue is that gel coat or fiberglass? Thanks

I believe it’s paint. Looks like someone painted over the gel coat

I think you’re right. Do you think it was painted by the original owner or by the guy that you bought it from?

I believe the original owner. The sides still look good

How does the newly exposed gelcoat look? Are you going to repaint or are you going to try to restore the original gelcoat?

You must have been kind of shocked when that paint lifted.

I consider this my learning boat. The boat is very solid and mechanically sound. I will probably just remove what I can and paint over it. Doesn’t show in the water and the rest of the boat looks good.

I've never thought of our first boat being a "learning boat".
But now that's how I'll describe it. LOL
