The extractor line’s tip is cut on an angle, to prevent sealing in case it bottoms out.

Put your hose (alone, not connected to pump) down the tube to the length that equates to your dipstick length;
seal the upper end of the hose with your thumb, then pull hose out;
you should have oil in the bottom of hose same as level indicated on your dipstick
I have not done this yet, but have verified fluid level on the outside of this line to match dip stick level.

The dipstick tube goes to a fitting where the drain plug of the pan normally is on an automotive engine. Been this way since the OMC days way before Volvo took over. OP even showed a picture of it. Why anyone would stick a smaller diameter tube down the dipstick tube is beyond me.

Even Mercruiser does it this way now.

It does not go beyond that bend as the level reading would then be useless

The Volvo 8.1L engine actually also has a drain plug on the opposite side of the pan. It's at the same level as the fitting for the dipstick which is why the fitting at the top of the dipstick tube works just fine.

You may just want to invest in a Jabsco hand pump that threads onto the dipstick like others have mentioned. I have used one for years until yesterday when I noticed a crack at the top. I resorted to a pump that requires sticking a tube down like what you have. It works great on my SeaDoo but it could not pump out the oil. IDK, maybe unless the tube is fully submerged in the sump there is a tendency of sucking air.
