EE, this will change often based on who and where you tie up to. I have similar hangers and they are really handy, but I wouldn't assume any one position will be used. I have the 246 and there are plenty of options!

My boat's hibernating during the below-zero weather, but I have one about even with the windscreen (I think it's even with the slanted front part), and one toward the rear pretty far back, just forward of the rear cleat. It may vary slightly by hull - you obviously don't want a bowed out portion of the hull between the fenders to be bumping a dock post when docked.

Edit - the "pics of your boat with your tow vehicle" thread shows lots of boats with fender clips in slightly varying locations, such as this post:

I installed the Phender Pro 1/2" on our boat and they have been the best MOD I have done so far. I was able to locate the factory Cobalt fender lines with quick releases cheap. Very easy for the family to put the bumpers out when docking. We frequent two lakes in our area and have not had an issue with adjustments yet. I set them up while the boat was in the water after installing them and have not needed to readjust them. Fortunately, Cobalt has made my model for many years and was able to find pictures of factory installed receivers. They are very close to the rear cleat and mid cleat. I do have two extra bumpers with lines just in case I run into an odd situation.

I need to install the ones that I have this year. I have all the plug pieces but only have three of the four needed receivers.

Any pics of your install?

You can see where they are installed on my R5 in this picture -- if that helps:
